What ECIP is

ECIP (Emergency Crisis Intervention Program) is the fast-track piece of LIHEAP for households facing a utility emergency — a 48-hour shutoff notice, an already-disconnected meter, or running out of propane or wood. Who qualifies

Same income limits as LIHEAP: household gross income at or below 60% of California's State Median Income (about $3,331/mo for one person, $6,407/mo for a family of four in 2026). Renters and owners both qualify.
